County Public conservator
The county public conservator is charged with the task of managing LPS conservatorships. They file the paperwork with the court and arrange for appointments. You cannot file for LPS conservatorship. Only the public conservator may file with the court. When the doctor decides for a conservatorship, he will file his report with the county's public conservator.
During a temporary conservatorship, only the public conservator may serve as the temporary conservator. The public conservator's office is often organized in the same manner in all of the counties. There is the public conservator who is only conservator in name. Below them are different duty workers or investigators who are the case managers of each case. They go out and perform the interviews with the conservatees and liaison with the court.
Even though the judge's decision on what powers and whether a conservatorship is the ultimate decision, in practice, the court investigator's opinion bears more weight. The doctor can opine what he or she thinks the powers should be and the public conservator investigator will also write their own opinion in the court investigation report. During the hearing, the court investigator will attend the hearing and county council will represent them. County counsel will speak on their behalf.

Working with the Public Conservator/Guardian
Because only the public conservator can be the one to file for temporary conservatorship, caregivers must work with them to ensure that they get all of the health history, grave disability criteria, and admit relative statements. There may be difficulties in reaching the public conservator/guardian, but with persistence and knowledge of the law, a strong case can be built together.
